This article compares the benefits of physical therapy compared to surgery for a very common knee injury called a meniscus tear.  The conclusion of this article is found no difference 6 months after injury of people who underwent surgery alone and those who had physical therapy and no surgery.  This means that both scenarios made progress that was equal and the physical therapy group has much less risks.
